This paper establishes a comprehensive evaluation index system of low carbon agriculture development level for Gansu Province from agricultural output, productive elements, resource use and carbon sink effect, and uses AHP and entropy to give weight to each index, which is used to estimate the low carbon level of Gansu'e levels are classified. The result shows a rising trend in 2000—2014 in low carbon level, which had experienced high, relatively high, medium carbon level. Productive element is the key factor in impeding the low carbon agriculture development, and carbon sink effect pulls largely the low carbon agricultural development
